What is the purpose of the Comprehensive Plan? The Planning Commission will use the Comprehensive Plan as a guide to make decisions about growth, development and future land use within the Town of Shelby over the next 10-20 years. The plan can be updated as needed to accommodate for major changes in the area.
What information is in the Comprehensive Plan? There are 9 major elements addressed in the Comprehensive Plan, they are as follows:
Issues and Opportunities: Overview of important demographic information, trends, and necessary background information to give a full understanding of the population within the Town of Shelby.
Housing: Overview of projected growth information to ensure the Town can adequately meet housing needs of current and future residents.
Transportation: Explores future development of roads, highways, and transportation systems for pedestrians, cyclists, commercial transport, access for emergency services and access for persons with disabilities.
Utilities and Community Facilities: Explores options for future development of utilities and community facilities (i.e., sanitary sewer service, water supply, storm water management, parks, police and fire rescue facilities, etc.)
Agricultural, Natural and Cultural Resources: Overview of what can be put in place to promote and protect resources such as groundwater, farmland, forests, endangered species, wetlands, floodplains, etc.
Economic Development: Explores options for retaining and expanding economic opportunities in the Town.
Intergovernmental Cooperation: Analyzes the relationship between the Town of Shelby to local school districts, utility districts and surrounding municipalities and other government units such as the State and County.
Land Use: Overview of what currently exists in the Town and explores options for expansion, development and redevelopment of land within the Town of Shelby.
Implementation: Overview of how each element will be enacted to achieve all goals and objectives in the Comprehensive Plan.
Each topic will be discussed at length to determine what the Town should look to in the future. Existing Conditions for each area will be assessed. Objectives, policies, goals, and programs will be discussed and established for each topic and will be documented in the Comprehensive Plan. Maps for each topic will be provided in the Comprehensive Plan, if applicable.
How can residents be more involved? Providing feedback on the survey (to be sent at the end of August 2021) would be a very effective way to communicate honest thoughts and opinions. Residents are also encouraged to attend Planning Commission meetings and provide written and/or oral comments to help guide discussion. Questions and comments are more than welcome and meetings are always open to the public.

What do residents need to know about this survey? The survey should take no more than 5-10 minutes to complete and the more public input received, increases the chances that the plan drafted will best suit the majority of Town residents. Surveys are meant to be anonymous and yes, all responses are confidential.
Who is currently working on the Comprehensive Plan? The Town of Shelby Planning Commission is working in conjunction with Town Hall staff and the Mississippi River Regional Planning Commission (MRRPC).
